Owen Barry appointed Chief Executive Officer of Liberata

LONDON, 1 September 2026 – Liberata has appointed Owen Barry as Chief Executive Officer, succeeding Charlie Bruin, who led the business for 10 years after 22 years with the company. Owen joins today.
Owen joins from Capita, where he led their Central Government businesses. He brings significant experience across finance, operations, client leadership and general management, with a strong track record of developing high-performing teams, strengthening client partnerships and leading complex public service delivery environments.
His appointment comes at an important point in Liberata’s development, following sustained client growth, recent contract wins and continued investment across the business. Liberata provides business-critical services to central government, local authorities, the NHS, police, fire, education and commercial organisations, helping clients improve performance, manage demand and deliver better outcomes for the people and communities they serve.
As part of the leadership transition, Liberata has also confirmed that Tom Vanoverschelde has taken on interim Chief Financial Officer responsibilities from 1 August 2026. Tom is currently Group Chief Financial Officer at CDER Group, another Brexa International company, and brings significant finance, commercial and operational experience across complex organisations. His appointment has been agreed with Owen and will support strong financial oversight and continuity as Liberata moves forward.
