Our partnership with London Borough of Barnet begins
From 1 October 2026, we are now partners with the London Borough of Barnet to deliver their Revenues and Benefits Services.
The partnership will deliver core services across Council Tax, Business Rates, Housing Benefit, Council Tax Support and related customer services. To deliver these services, a team of over 100 will work on the new Barnet contract, including 35 new employees from the Pennine Lancashire area.
Over the next months and years, we will undertake a significant transformation programme to deliver stronger collection performance and better customer experience. The service includes system enhancements, early debtor segmentation to identify the most appropriate intervention and recovery approach, increased automation, and improved digital channels for residents and businesses.

Alongside operational delivery, we will work with Barnet Council to deliver a social value programme aligned with the borough’s priorities. This will focus on building skills and capacity, supporting local communities, improving financial wellbeing, and providing practical support for residents who need it most.
A welcome message from Owen Barry, Chief Executive
Today marks the start of something new for Liberata. We began delivering services for one of the largest boroughs in London, and 104 colleagues joined us with the contract.
Getting here took a great deal of work and commitment from colleagues across the business. I’m grateful to everyone who played a part, and proud of what we have achieved together.
To our new colleagues: today is a big day for you too, and we are pleased to have you with us. Now we turn to delivering a great service for Barnet’s residents and businesses, together.
Welcome to Liberata, Barnet colleagues.
